hoge_idカラムの値をother_idカラムにコピーする
UPDATE journals SET other_id = hoge_id;
ローカルならrails consoleを使用して
Journal.update_all('other_id = hoge_id')
hoge_idを削除する
ALTER TABLE journals DROP COLUMN hoge_id;
